Southwest Behavioral Health Management, Inc.

The six SW counties of Southwest Behvioral Health Management, Inc (SBHM) (Armstrong, Indiana, Butler, Lawrence, Washington, and Westmoreland), along with Carelon Health of PA (Carelon), has an extensive system of in-network agencies providing behavioral health treatment and support services for HealthChoices members and residents. Through an ongoing assessment process, these counties and their stakeholders work collaboratively to identify any potential gaps in available services that are essential to meeting the behavioral health needs of their residents.  Request for Proposals are offered to interested providers, as a means of addressing the identified gaps in behavioral health services access in the region.  We appreciate your consideration of the RFPs posted below.  Please review the links to explore your interest in submitting applications for consideration.

All qualified RFP responses are reviewed and screened and scored by a committee of professional subject matter and clinical experts as well as identified stakeholders.

Answers

  1. At this time, there are no specific startup funds dedicated for the awardee of this program. Any funds that would become available are limited to one-time only, start-up costs. There are no funds to financially support the ongoing sustainability of this program. The program must be financially self-sustainable.
  2. Recovery Housing Programs are expected to sustain the service via the collection of rent from the individual residents. These programs are not reimbursable through the PA HealthChoices Program, as they are not designated as a treatment level of care. 
  3. These programs are not reimbursable under the PA HealthChoices program.
  4. There are no county funds that are designated to financially support the ongoing operations of a Recovery House Program.
  5. Recovery Housing Programs are not treatment facilities and do not include a clincial component. Any treatment programs that are utilized by the residents are community-based services. 
  6. The staffing requirements for a licensed recovery house in the state of PA can be found in 28 PA Code, Chapter 717.
  7. The award resulting from this RFP does not ensure that the need in the community is sufficient to support the development and/or sustainability of this service.
  8. There is no single referral source for Recovery Housing Programs. Individuals may be referred from a variety of treatment programs, the local SCA office, community providers, or by individual choice.

1. If a company applies to all 3 RFPs for Peer Support Services (to include Lawrence, Armstrong/Indiana, and Buter), could all three programs report to one PSS director or is one PSS Director expected for each program?
2. Are there restrictions around virtual services?
3. Would the CPS have to be located within the county?
4. Has there been any market research to verify need in each of the areas?
Are there providers currently delivering these services? Is there an anticipated number of providers to be awarded?
5. Are there any data that speak to how many certified peers there are in the designated areas?
6. Are there any current initiatives in the counties around supporting the development of a peer workforce?
7. Are the required trainings reimbursable or is the facilitation supported by Beacon or the county?
8. Is there a time frame for the CPS to complete training?
9. Does the RFP for Youth and Young Adult Peer Support in Lawrence county also include Adult Peer Support?

Answers
1. Other Counties have approved a YAYA provider to serve multiple counties, although this decision regarding the supervision component would be made individually by each county involved. The awarded provider must adhere to the regulations addressing supervision and caseload size.
2. During the Governor's Emergency Declaration, the state has allowed this service to be proved via secure Telehealth platforms. Beyond the current declaration, the porovider would be required to adhere to the state approved regulations and standards for this service.
3. CPS is a mobile service, the service must be provided at a convenient location for the participant. There are no current regulations regarding the main site location of the services. It is expected that the services be provided in a timely manner to meet the needs of the participant.
4. There is a current state expectation for each county to have a minimum of two (2) YAYA Peer service providers serving their county. The RFP for these three (3) counties wil assist them in meeting that expectation.
5. Each of these counties have current providers with CPS's offering ADULT peer services. These RFPs are seeking providers willing to secure trained CPSs to serve YOUTH. There is an unmet need in each of these counties for trained YAYA CPS's.
6. n the absence of the current pandemic, the Counties sponsor 3 CPS training opportunities annually. Providers, County staff and Members are encouraged to consider qualified and interested applicants for this program. Each county is able to financially sponsor up to 6 candidates annually for this training.
7. YAYA Peer trainings are made available each year through a partnership between the Counties and SBHM.
8. It is stated in the SBHM Practice Standards Document that YAYA Peers have completed the YAYA Peer Training prior to providing services to members. This document also specifies that supervisors and peers complete the CPSL Mandated Reporter Training, as well as provide documentation of child abuse and criminal background clearances.
9. The target population for this RFP is youth and young adults. As stated in the RFP, agencies chosen must be able to serve the entire target population of individuals from fourteen (14) to twenty-six (26) years of age.

1. Reimbursement for this level of care is set as a standard rate for all IBHS providers in the SW 6 Counties. Program Awardees are
2. Case Rates are not available for this level of care.
3. This service will not be program funded, as providers are expected to bill the HealthChoices program at the standard established IBHS rate.There is no additional funding available at this time.
4. There is no case rate available for this level of care.
5. As stated in the RFP, Washington County is unable to provide a guarantee of sufficient need to support the development and/or sustainability of this service.
6. The target population for the 1:1 Center-Based program is children and adolescents up to 21 who may display behaviors and/or skill deficits that interfere with the ability to function in their natural environment. Behaviors can include self-injurious behaviors, tantrum behaviors, aggression, and poor emotional regulation. Skill deficits include delayed language, play and social skills. Children will have a mental health diagnosis that may include but is not limited to Autism Spectrum Disorder, ADHD, Anxiety disorders, Oppositional Defiant Disorders, Conduct disorders.
7. Referrals for IBHS services can come from a wide variety of sources, however, PA Code Title 55, Chapter 1155 directs that all referrals for IBHS services must be accompanied by a written order for services by a licensed physician, licensed psychologist, CRNP or other licensed professional whose scope of practice includes the diagnosis and treatment of behavioral health disorders and the prescribing of behavioral health services, including IBHS.
8. The rationale for Center-Based IBHS services is documented in PA Bulletin 22-03, dated June 24, 2022. There is no available negotiation related to the scope or definitions established in the IBHS regulation or PA Bulletin.
9. Awardees are expected to follow all OMHSAS regulations related to the provision of IBH Services. We do not have specific EHR requirements beyond what is stated in regulation.
